CSFWD moves to terminate PrimeWater contract

CITY OF SAN FERNANDO, Pampanga – The City of San Fernando Water District (CSFWD) has initiated formal steps toward the possible termination of its Joint Venture Agreement (JVA) with PrimeWater Infrastructure Corporation, citing persistent service failures that have led to a city-wide water crisis.

In a statement dated April 30, 2025, the CSFWD Board of Directors addressed a letter from concerned citizen Rene G. Romero, expressing full acknowledgment of public frustration over the continued delivery of muddy, foul-smelling, and discolored water across households in the city.

“Clean and safe water is a right, not a privilege,” the board stated. “This is a breach not only of public trust but of basic utility standards.”

Among the measures already undertaken by the CSFWD are: the issuance of a Notice to Pre-Terminate the JVA, assumption of key infrastructure projects including pumping stations, creation of a technical audit team, and formal legal consultations with the Office of the Government Corporate Counsel (OGCC).

PrimeWater has been given until May 15, 2025, to attain a minimum audit score of 85%. Failure to do so will trigger full termination proceedings under the JVA.

Independent water quality testing is ongoing, with results and a comprehensive public update expected by mid-May. The CSFWD reaffirmed its commitment to transparency, accountability, and public welfare, saying it “will not hesitate to enforce the ultimate recourse.”

The water district urged residents to stay vigilant and engaged, assuring them that their demands for water justice are being acted upon.
