Who contracted Pampanga’s 292 flood control projects?

MANILA — In response to residents of Pampanga—who suffered severe flooding from recent typhoons and the southwest monsoon—President Ferdinand Marcos Jr. was asked to name the contractors behind the province’s 292 flood control projects.

While Marcos did not single out firms that specifically handled Pampanga’s projects, he revealed that 15 contractors received a disproportionately high share of the nation’s ₱545.64-billion flood-control budget from July 2022 to May 2025. These firms were awarded approximately 20 percent, or around ₱100 billion of the total budget.

He named the following contractors:

1. Legacy Construction Corporation

2. Alpha & Omega Gen. Contractor & Development Corp.

3. St. Timothy Construction Corporation

4. QM Builders

5. EGB Construction Corporation

6. Topnotch Catalyst Builders Inc.

7. Centerways Construction and Development Inc.

8. Sunwest, Inc.

9. Hi-Tone Construction & Development Corp.

10. Triple 8 Construction & Supply, Inc.

11. Royal Crown Monarch Construction & Supplies Corp.

12. Wawao Builders

13. MG Samidan Construction

14. L.R. Tiqui Builders, Inc.

15. Road Edge Trading & Development Services

Marcos drew attention to five of these firms—Legacy Construction Corporation, Alpha & Omega Gen. Contractor & Development Corp., St. Timothy Construction Corporation, EGB Construction Corporation, and Road Edge Trading & Development Services—as having projects in almost every region, a pattern he described as “disturbing” and meriting deeper scrutiny.

As of now, the president has not confirmed whether any of these firms were directly responsible for Pampanga’s 292 projects. To help residents find out, he launched sumbongsapangulo.ph, a portal for checking local flood-control projects and reporting irregularities.
