Governor Pineda’s first 100 days: #SerbisyoAtMalasakit

City of San Fernando, Pampanga – In her first 100 days in office, Governor Lilia “Nanay” Pineda took swift action to meet the needs of Kapampangans, ensuring that progress reaches even the most vulnerable communities.

14-Point Agenda: A Roadmap for Inclusive Growth

Governor Nanay launched her 14-Point Agenda, setting the province’s development direction for the next three years. This include (1) Strengthening the Provincial Health Systems (2) Food Security and Agricultural Resilience (3) Youth Empowerment, Education, and Skills Development (4) Good Governance, Ethical Leadership and Oversight Mechanism to ensure transparency, anti-corruption and people-centered governance (5) Environmental Regulatory and Monitoring (6) Alagang Nanay: Comprehensive Provincial Social Welfare and Protection Program (7) Employment, Livelihood, and Micro-Enterprise Promotion (8) Digital Governance and ICT Development (9) Disaster Resilience and Climate Adaptation (10) Cooperative Development and Financial Inclusion (11) Barangay Empowerment and Partnership (12) Expanded Access to Quality and Inclusive Education (13) Overseas Kapampangan Welfare and Reintegration (14) Provincial Housing and Human Settlements Development.

It serves as a guide for all departments and the Sangguniang Panlalawigan, led by Vice Governor Dennis “Delta” Pineda, in crafting policies that build a stronger, more resilient Pampanga.

Leadership and Collaboration

To strengthen inter-agency collaboration, Governor Nanay met with national agencies, local officials, and private sector leaders to align development goals. She launched the L.E.A.D. Program (Leadership, Ethics, Accountability, and Development) to promote good governance and hosted the 2025 Pampanga Business and Investment Forum to encourage investments and job creation.

Her leadership earned national recognition when she was elected Executive Vice President of the League of Provinces of the Philippines.

Transparent and Participatory Governance

To promote inclusive decision-making, she reactivated key councils such as the Provincial Development Council, Local School Board, and Peace and Order Council, ensuring that 2026 plans and budgets reflect community needs.

“Alagang Nanay” in Action

Under the Alagang Nanay Preventive Healthcare Program, over 22,600 beneficiaries received free consultations, medicine, and treatment — a program recognized by PhilHealth as a vital partner in Universal Health Care.

Governor Nanay also extended ₱70.36 million in medical and financial aid to 3,663 indigent patients, and led preparations for the Pampanga Provincial Hospital (Clark) — a Level II facility with a 143-bed capacity, set to become a center for liver and kidney transplant services in Luzon. The BCDA pledged ₱50 million for its access road.

Bringing Healthcare to the Coast

Pampanga is set to launch the Clinic on Barge — the Philippines’ first floating clinic — to serve far-flung coastal communities. Initiated by former Governor Delta and continued by Governor Nanay, this ₱28-million, fully air-conditioned facility will offer:

• Laboratory services (X-ray, ultrasound)

• Dental care

• Minor medical and surgical procedures

• Pharmacy services

• Medical and OB-Gyne consultations

Public Health, Education, and Senior Welfare

Amid rising dengue cases, Governor Nanay personally visited hospitals to check on patients and extend financial support. She also continued the ₱100,000 cash incentive program for 95-year-old senior citizens, benefiting 51 elders.

In education, 190,815 students and learners  including ALS passers, board and senior high school graduates  received support. Over 200 trainees benefited from TESDA and Foton-led skills training and job placements.

Public Safety and Disaster Preparedness

To boost local response capacity, the province distributed:

• 29 mini dump trucks for waste management

• Motorcycles to PDEA for anti-drug operations

• A drop-side truck to the Aeta Mag-indi Cooperative

• Mobile phones and generators to 21 coastal barangays for disaster readiness

Child Protection

Following the rescue of over 100 abused children in Mexico, Pampanga, Governor Nanay and Vice Gov Delta provided medical care, food, and hygiene kits — reaffirming their commitment to child welfare.

Relief, Recovery, and Resilience

After July floods affected more than 200 barangays, Governor Nanay led relief operations reaching 92,000 beneficiaries, and conducted infrastructure inspections to accelerate recovery and improve flood control systems.

Agriculture and Food Security

Governor Nanay joined President Marcos in inaugurating the ₱8.2-million Rice Processing Center in Guagua and distributed land titles and ₱10,000 cash aid to 2,970 farmers.

Through the Food Security Program, 1,393 Aeta families in Floridablanca received planting tools and seedlings. The province also distributed 104 cattle to cooperatives and partnered with the Philippine Carabao Center and Pampanga State Agricultural University to boost productivity.

Support for OFWs and Indigenous Communities

In coordination with DSWD and the Office of the President, Governor Nanay extended aid to 3,000 OFWs and distributed:

• 60 carabaos and 30 carts

• School supplies

• 2 Starlink units to Aeta communities in Porac to improve connectivity

Supporting National Programs

Under her leadership, Pampanga actively supported the Kadiwa ng Pangulo Program, offering ₱20-per-kilo rice to Kapampangans. The province also implemented AKAP and Emergency Cash Transfer Programs, helping over 25,000 residents.
