CAMP TOLENTINO – Newly-designated Bataan Police Provincial Office (BPPO) provincial director, Police Senior Superintendent Villamor Q. Tuliao vows to solve the reported high rape incidents in the Province of Bataan.
This was revealed by Tuliao in a recent news briefing at this Camp as he tackled his challenges of assuming the highest police post in this “very peaceful province.”
“Yung crime rate nyo dito pang PCP (police community precinct) lang namin sa Metro Manila. Very peaceful kayo dito sa Bataan pero nagulat ako sa number of rape cases mas mataas pa sa number of theft cases,” Col. Tuliao quips.
Though Tuliao failed to show concrete data as of press time, he reported that he will be meeting all of his chiefs of police to dissect all the necessary information about the “rising” rape cases in the province.
“We need to know the profiles of the victims, the suspects, etc. for us to know who are the perpetrators, the reasons behind this crime, their economic status, educational backgrounds, and so on,” the official added.
Before he was assigned to Bataan as provincial director of BPPO, Tuliao became popular on broadcast and print news fighting for women and children’s rights as Camp Crame’s chief of Anti-Trafficking in Persons Division.
A graduate of PNPA Class 96 “Kaagapay,” his first assignment was at the Presidential Security Group (1996-2000) then he became the aide-de-camp or personal assistant of then PNP chief General Avelino “Sonny” Razon. His first provincial assignment was when he became the chief of police of Siniloan, Laguna thejoined n he later returned to Metro Manila particularly in Makati Business District as commander of Makati Police’s PCP 6.
Tuliao also joined a United Nations mission in Kosovo before he was assigned in Camp Crame as chief of the Directorate for Intelligence, then he was transferred to Directorate for Operations and was later assigned to the Manila Police District as District Intelligence chief.
“As part of the celebration of the women’s month, we are crafting the concept of a project and aside from our chiefs of police, we will also tap the barangay officials to help us solve these cases of violence against women and children,” Tuliao added.
PD Tuliao also added that they will include the school officials in educating the young generation in the awareness on children’s rights and will also empower the barangay women and children protection desk. He also confirmed that an inventory of women investigators in all women and children desks in the whole province is also being done by the PNP
“Alam naman natin na pagdating sa mga ganitong cases ay mga private crimes ito. Hindi natin basta basta ito nadidiscover kung hindi magreklamo yung mga victims,” Tuliao commented.
