A former leader of the dreaded Dominguez Carnap Gang now serving sentence at the National Bilibid Prison (NBP) reportedly surrendered to authorities some 10 kilos of methamphetamine hydrochloride (shabu) through his contact outside of the detention facility.
Senior Supt. Rodolfo Recomono, Jr., Director of the Pampanga Provincial Police Office (PPO), said the items were placed inside a light green old model Nissan Sentra with plate number TLX-665 parked along the MacArthuhr Highway in Barangay San Vicente here.
Recomono said his informant, whom he declined to reveal, was his link to Raymund Dominguez, who is now languishing in jail for multiple counts of carnapping.
Accompanied by Chief Supt. Aaron Aquino, Director Central Luzon PNP, Recomono said they motored to the NBP in Muntinlupa City where they discussed with the Bureau of Corrections about the planned surrender of the item.
“I don’t know Dominguez from Adam, but my informant asked me to visit him as there is high value information pertaining to illegal drugs to be discussed,” said Recomono over the phone.
Actually, Recomono said Dominguez’s original plan is to distribute the items to the streets.
“But what factors made him change his mind is what we don’t know. Maybe Dominguez does not want to be involved in illegal drugs,” he said.
He said another inmate identified as Ryan Ong, convicted of drug offense, reportedly asked Dominguez to help him out with the contraband. It was not clear, however, if Ong sought Dominguez to help him “voluntarily surrender” the shabu or to dispose it in the streets. But Dominguez decided to surrender it through authorities in Pampanga.
Dominguez used a friend to establish contact with the police, according to Recomono. The identity of Dominguez’s friend was not identified.
The shabu was originally planned to be given up in the City of San Fernando, which was why Supt. Jean Fajardo, city police director, was tapped for the task. For unknown reasons, the cargo was left in Apalit town.
Recomono made it clear that the recovered shabu did not come from NBP.
“The stuff was taken somewhere and brought to Pampanga,” he said.
The illegal drugs seized in this town is part of the shabu delivery which was intercepted by Special Concern Unit (SCU) and intelligence personnel sometime in the second week of July this year, where 18 persons including 12 policemen from the National Capital Region Police Office (NCRPO) have been arrested.
The seized item was taken to the Pampanga Provinicial Police for custody and would be turned over to Crime Laboratory for safekeeping.
