Department of the Interior and Local Government (DILG) Pampanga convened representatives from different cities and municipalities to aid them in drafting their respective Devolution Transition Plans (DTPs).
These include the Devolution Transition Committee (DTC) and Technical Working Group (TWG) members of the different local government units (LGUs) in the province.
DILG Provincial Director Myrvi Apostol-Fabia said the activity aims to provide them with in-depth knowledge and information on the development of DTPs which will guide LGUs to perform their task in line with the increase in the National Tax Allotment and implementation of devolved functions and services from various government agencies starting 2022.
“The department [DILG] will continue to watch over and support the LGUs including providing technical assistance to make the transition of local governments to full devolution a success,” Fabia said.
She also reminded the LGUs to ensure the proper prioritization of programs, projects, and activities depending on the situation and needs of their locality.
During the activity, Department of Budget and Management and the Bureau of Local Government Finance discussed the Supreme Court Ruling on the Mandanas-Garcia case, Executive Order 138, and the Local Revenue Forecast and Resource Mobilization.
Aside from this, DILG will conduct a series of coaching sessions to oversee the formulation of DTPs and suggest necessary adjustments to the plans.
