Mayor Carmelo “Pogi” Lazatin Jr. and Clark Development Corporation (CDC) President and CEO Agnes VST Devanadera formalized a partnership to support undergraduate personnel through the Scholarship Collaborating for Workers Engaging in Learning Advancement (SCWELA) program.
The Memorandum of Agreement (MOA) was signed on November 19, 2024, at the Clark Visitors Center. Joining the event were City College of Angeles (CCA) President Dr. Frankie Villanueva and CDC Assistant Vice President for Administration Atty. Bonifacio Torenio Jr.

Mayor Lazatin highlighted the partnership’s alignment with the city’s advocacy for inclusive education. “This collaboration strengthens our shared vision of empowering individuals through education, ensuring no worker is left behind,” he said.
Dr. Villanueva also expressed CCA’s enthusiasm in supporting the program, emphasizing the institution’s dedication to fostering learning opportunities for the community.
