BCDA passes GCG validation; receives high performance scores under development mandate

The Bases Conversion and Development Authority (BCDA) received an overall score of 92.34% from the Governance Commission for GOCCs (GCG) in its 2023 Performance Scorecard, signifying the agency’s success in meeting targets under its national development mandate.

In a letter to BCDA Chairman Hilario B. Paredes and President and CEO Joshua M. Bingcang, GCG Chairperson Marius Corpus formally transmitted recent validation results, which showed that BCDA not only passed in its 2023 Performance Scorecard but also maintained above-90 scores during GCG’s annual performance evaluation.

“I would like to acknowledge the men and women of BCDA who have exercised both diligence and excellence in helping our organization achieve targets that will pave the way for the betterment of our country. This proves that we truly value our role as responsible stewards of state assets, and as a pillar of national development,” said Atty. Paredes.

BCDA’s high ratings were derived from its ongoing and on-target construction of the Airport to New Clark City Access Roads Phases 2 and 3; its remittance to the National Government of Php4.07 billion; signed development contracts for mixed-use areas for community use; the timely contract award of consulting services for the Detailed Architectural and Engineering Design for New Clark City Projects; the 98% overall client satisfaction rating; and ISO9001:2015 recertification for the provision of conversion and development services, real estate management and engineering for land and assets.

“We intend to maintain this high level of service to our stakeholders which includes the Armed Forces of the Philippines and the communities surrounding our high-impact projects. We thank the GCG for recognizing BCDA’s shared commitment to excellence, good governance, and sustainable development,” Engr. Bingcang emphasized.

BCDA’s Performance Scorecard enumerates committed targets in the improvement of military facilities, creation of livable communities, remittance to the AFP and the National Government, delivery of quality development and infrastructure projects, synchronized development of special economic zones alongside the master plan, partnerships with stakeholders, internal control systems, certification of processes under international standards, and institutional sustainability measures anchored on revenue generation and managed costs.

Previously, BCDA was also listed as one of the top-ranking GOCCs based on the 2022 Performance Scorecard, where it obtained an overall score of 96.8%.

The Performance Scorecard is a tool under the GCG’s Performance Evaluation System (PES), which serves as the basis for the granting of Performance-Based Incentives, determining the eligibility of Appointive Directors for reappointment and ascertaining the status and continuity of a GOCC.

At the GCG Awarding Ceremony last year, BCDA bagged four awards including its recognition as one of the top-performing GOCCs for Calendar Year 2023. BCDA was rated “Outstanding” with a score of 100.52 in the 2023 Corporate Governance Scorecard (CGS), highlighting perfect scores under metrics on Stakeholder Relationship and Disclosure and Transparency. BCDA has earned its place as a “Hall of Famer” among GOCCs for maintaining its “Outstanding” rating in its CGS for nine consecutive years.
