PORAC, Pampanga – Re-electionist Mayor Jaime “Jing” Capil said he will request the Commission on Audit (COA) for the conduct of a “special audit” in the Porac municipality after the acting mayor approved two municipal ordinances for the release of a total of P52 million supplemental budget last March 17, 2025.
Capil said he will request the COA to conduct a special audit during the duration that he served his six-month suspension – from October 9, 2024 to April 8, 2025.

Capil said it is highly unusual that a local government unit will request for a supplemental budget in the first quarter of the year when there is no urgent need for it.
“Mayroon po tayong nakalaan na pondo para sa 2025 at tayo po ay nasa First Quarter pa lamang. Tayo po ay humihiling ngayon ng isang special audit ng COA upang tignan kung saan napunta ang pondo ng munisipyo,” Capil said.
On March 4, 2025, Porac Acting Mayor Myla B. Clarete sent a letter to Acting Vice Mayor Condralito B. Dela Cruz, requesting for a P10 million supplemental budget – P5 million for the “Cash for Work” Program, and another P5 million for “Educational Assistance.”
On March 7, 2025, Acting Mayor Clarete again sent a request letter to Dela Cruz certifying as “urgent” the proposed legislations urging the Sangguniang Bayan to “prioritize the deliberation of the same (supplemental budget). Among the request of Acting Mayor Clarete is the “ordinance enacting supplemental budget for general services and procurement program in the total amount of Forty-Two Million (P42,000,000) pesos.
Capil said he is requesting for a special audit in the spirit of transparency, noting there is no “urgency” in the request for a supplemental budget.
Capil was referring to Municipal Ordinance No. 8, Series of 2025, which authorized the P42 million supplemental budget No. 3; and Municipal Ordinance No. 9, Series of 2025, which authorized the P10 million Supplemental Budget No. 2.
The two Municipal Ordinances approved by Acting Mayor Clarete seek to support programs for the Municipal Social Welfare and Development Office such as “Aid to Indigent Families” amounting to P2 million and “Livelihood Program” amounting to P20 million; “Cash for Work” amounting to P5 million; and “Educational Assistance” amounting to P5 million
Capil said the two ordinances had been railroaded and that those who approved it should account for every single centavo.
