Capitol, Alviera management to resolve flooding

City of San Fernando, Pampanga – The Provincial Government of Pampanga together with the Local Government Unit of Porac, representatives and developers from Ayala Land Inc., and Alviera in Porac, convened to discuss the status of ongoing water draining facilities within the estate and its adherence to environmental regulations on Tuesday, April 16, 2024.

Alviera’s water drainage infrastructure was among the issues raised during the meeting. Authorities highlighted the pressing need for a permanent drain outfall to combat flooding hazards during heavy rainfall. 

Although Alviera currently relies on detention ponds near the Porac River as a temporary defense against flooding and water erosion, the completion of a permanent drain outfall encountered setbacks, primarily attributed to “Right of Way” issues pertaining to affected lands.

Because of this, Vice Governor Lilia Pineda and former President, now 2nd District Representative Gloria Macapagal-Arroyo proactively intervened to expedite negotiations with the concerned landowner.

Arroyo highlighted the province’s investor-friendly stance, advocating for a balanced approach prioritizing promotion alongside regulation. 

It can be recalled that the congresswoman was one of the proponents who encouraged Ayala Land  Inc. to invest in the province.

Vice Governor Lilia Pineda also outlined plans to enact an ordinance establishing an oversight committee spearheaded by the Provincial Capitol, aiming to address pertinent issues concerning significant investors.

Ayala Land Inc. meanwhile extended gratitude for the proactive interventions to expedite the drain outfall completion. 

Alviera is the second-largest estate under Ayala Land Inc. which stands as a beacon of progress and sustainable growth in Region 3 after it was enveloped in ash from Mt. Pinatubo’s eruption.
