Capitol rolls out First Batch of Service Patrol Tricycles in Lubao

Lubao, Pampanga- The Pampanga Provincial Government officially rolled out the first batch of barangay patrol service tricycles in the Municipality of Lubao, marking another milestone in its strengthened peace and order campaign across the province.

A total of 44 patrol tricycle units were formally turned over in front of the Lubao Municipal Hall, led by Governor Lilia “Nanay” Pineda , together with Lubao Mayor Esmeralda Pineda, members of the Sangguniang Panlalawigan of Pampanga, and the Sangguniang Bayan of Lubao on Friday, February 20, 2026.

Barangay captains personally received the keys to their new service vehicles and signed the deed of donation, symbolizing their commitment to ensuring safer, more responsive communities.

Community-Powered Mobility

Governor “Nanay” Pineda proudly highlighted that the tricycles’ sidecars were locally produced through community participation.

Under the Sustainable Livelihood Program of the Department of Social Welfare and Development (DSWD), local fabricators’ associations received seed capital to manufacture the sidecars—transforming livelihood opportunities into instruments of public service.

“Nagpapasalamat po ako kay PBBM at kay Secretary Gatchalian dahil ang mga sidecar na ito ay bunga ng community participation. Binigyan po ng Sustainable Livelihood Program ang ating mga kababayan upang makagawa ng mga sidecar. Napakalaking tulong po nito dahil napakarami ang nabigyan ng trabaho,” Governor Nanay said.

According to the Pampanga Investment and Promotion Office (PIPO), the Capitol allocated ₱23.76 million from the Peace and Order Fund for the procurement of the initial 198 patrol tricycles.

The 44 units released in Lubao are part of a broader distribution plan that will eventually cover all 505 barangays across Pampanga.

“Sobrang kailangan po namin ito. Hindi naman namin ito ni-request—kusang ibinigay ni Nanay para sa mga Bantay Bayan. Halos 24 hours po silang naka-duty kaya napakahalaga na may magagamit sila sa kanilang pag-ikot,” Mayor Pineda said.

With these service tricycles, barangay tanods can respond more swiftly to incidents, conduct regular patrols more efficiently, and strengthen visibility in their respective areas.

The turnover ceremony coincided with a simple birthday surprise organized by the LGU for Governor Nanay.
