
MANILA, Philippines – Kalookan Bishop and CBCP President Cardinal Pablo Virgilio David issued a strongly worded pastoral letter on Wednesday, July 24, condemning corruption as the root cause of the massive flooding that hit Metro Manila and other provinces.
While acknowledging the realities of climate change, David said the deeper disaster lies in systemic corruption that leads to poor urban planning, clogged waterways, and inadequate infrastructure.
“The real disaster here is corruption,” he wrote, addressing submerged communities in Caloocan, Malabon, Navotas, and Valenzuela — areas under his diocese. He called for accountability and ethical governance in disaster response.
