PARAÑAQUE CITY, Philippines – Executives from Clark Development Corporation (CDC), led by Atty. Noelle Mina Meneses, visited Parañaque on March 20, 2025, for a benchmarking mission focused on streamlining business permit processing. Meneses, who heads CDC’s Business Development and Business Enhancement Group (BDBEG) and serves as Vice Chair of CDC’s Anti-Red Tape (CAR), led discussions on automating the Project Express Lane Operation (Project ELO) and enhancing Business One-Stop-Shop (BOSS) services.

The delegation included representatives from key regulatory divisions, such as Trade Facilitation, IT, Public Safety, Building and Environmental Permits, Health and Sanitation, Treasury, Tourism Promotions, and Corporate Social Responsibility. The mission aimed to study Parañaque’s digital innovations in business registration, which have improved processing speed and compliance rates.
Meneses emphasized that Clark Freeport Zone stands to benefit from adopting best practices that enhance operational efficiency and reduce bureaucratic bottlenecks. “Parañaque’s automated system has significantly streamlined their processes. Learning from their experience will help us improve business facilitation at Clark,” she said.
The CDC team is expected to incorporate insights from the benchmarking mission into future reforms, aligning with the government’s push for ease of doing business and digital transformation in economic zones.
