
CLARK FREEPORT ZONE, Pampanga – The Clark Development Corporation (CDC) and Bureau of Customs-Port of Clark (BOC-Clark) issued a joint memorandum streamlining customs processing system that will fast track movement of aircraft parts within the freeport.
The initiative, dubbed as Maintenance, Repair, and Overhaul-Facilitated Access for Services and Trade (MRO-FAST) system, aims to eliminate bureaucratic delays and standardize procedures for aviation-related enterprises operating in Clark in order to enhance the sector’s competitiveness.
“This initiative marks a significant milestone in reinforcing Clark’s position as a competitive aviation hub,” CDC President and CEO Agnes Devanadera said.
This will enable faster processing of imported and exported aircraft parts, including those sent abroad for repair and later returned, by allowing a 24-hour transaction turnaround time, provided that there is complete documentation.
For his part, BOC Commissioner Bienvenido Rubio stressed that the system’s role is crucial in reducing aircraft turnaround delays which impacts operational costs.
“With this, we are eliminating red tape and creating a business-friendly environment that supports the needs of the growing MRO industry in Clark,” he said.
Key features of the system include joint inspections, electronic permits, and enhanced monitoring of compliance.
This is also expected to benefit registered business enterprises, especially during aircraft-on-ground situations needing immediate part replacement. (CLJD/MJSC, PIA Region 3-Pampanga)
