Clark’s business interdependence system generates P4.55‑B trade

CLARK FREEPORT ZONE, Pampanga – Clark’s Business Interdependence System (BIS) generated P4.55 billion in internal trade during its first year, strengthening localized supply chains and improving operational resilience within the Freeport. 

Clark Development Corporation (CDC) President and CEO Agnes Devanadera said the BIS is helping create a self-sustaining economic ecosystem by making it easier for locators to source goods and services internally. 

“Interdependence has bonded our locators together, creating new alliances and shared strength. The BIS ensures that what one locator needs, another can supply, right here in Clark,” she stressed. 

Launched in 2024, the BIS tracks business-to-business transactions covering raw materials, packaging, construction inputs, food supply, and manufacturing components that would otherwise be sourced outside Clark. 

Devanadera also highlighted the importance of collaboration, urging companies to view internal sourcing as a strategic advantage, rather than just mere procurement option. 

For his part, CDC Chairperson Edgardo Pamintuan noted that modern development thrives on collaboration, adding that Clark’s progress continues to be driven by its locators and investors. 

“For decades, Clark has been building a legacy— a legacy of strategic infrastructure, ease of doing business, and sustained growth. But the true strength of this economic zone lies in you: our locators and investors,” Pamintuan said.

CDC reported that the BIS is evolving into a policy-oriented platform to further guide supplier matching, performance tracking, and investment-driven reforms. 

The system is also helping shape predictable standards for supplier accreditation and trade facilitation.

Finance Secretary Frederick Go, represented at the event by Office of the Special Assistant to the President for Investment and Economic Affairs Undersecretary Joee Guilas, lauded Clark’s model for linking supply chain policy with investment promotion. 

“Collaboration is our greatest advantage in a rapidly changing global economy. Together, we can ensure that Clark not only grows but leads,” Go said.

The event also featured the signing of a Memorandum of Understanding between CDC and the Incheon Free Economic Zone of South Korea, to strengthen bilateral trade, technology exchange, human resource training, and smart-city development.

CDC said the next phase of BIS will expand local supplier participation in 2026 and deepen intra-zone linkages to boost the collective economic value of Clark’s business ecosystem. (CLJD/MJSC, PIA Region 3-Pampanga)
