
FIRST DISTRICT, Pampanga – Pampanga First District Representative Carmelo “Pogi” Lazatin, Jr. has recorded perfect attendance in all Regular Sessions and Committee Meetings in his first 100 days in the 20th Congress.
As certified by House of Representatives Secretary General, Atty. Cheloy Velicaria-Garafil, Lazatin has attended all 14 Regular Sessions from July 28 to September 17, 2025.
Lazatin has also attended all 11 meetings of his various committees, including the Committee on Bases Conversion, Committee on Basic Education and Culture, Committee on Games and Amusements, Committee on Public Works and Highways, and Committee on Transportation.
Lazatin currently serves as the Vice Chairperson for the Committee on Games and Amusements and the Committee on Transportation.
“As a former City Councilor, I have six years of experience as a legislator under my belt. However, I still have a lot to learn as a first-time Congressman, so I prioritize attending all Regular Sessions and Committee Meetings,” Lazatin said.

Lazatin began his political career as Angeles City Councilor in 2013, where he served for two terms. As City Councilor, Lazatin authored the landmark City Ordinance No. 364 (Regulating the Use of Plastic Bags and Styrofoam in Angeles City) and City Ordinance No. 456 (Requiring Business Establishments to Conduct a Greening Program).
In 2019, Lazatin was elected as City Mayor, where he also served for two terms.
As Angeles City Mayor, Lazatin was known for his active, on-the-ground leadership, frequently going around to the various barangays to visit his constituents and personally inspecting on-going projects.
Lazatin’s notable programs include the “Walang Plastikan: Plastic Palit Bigas,” where residents could exchange one kilo of plastic waste for one kilo of rice; and the massive reforestation of the Angeles Watershed in Barangay Sapangbato.
Now, as District Representative, Lazatin’s legislative agenda highlights seven main areas: Health; Economy and Livelihood; Vulnerable and Marginalized Sectors (Children, Youth, Women, Senior Citizens, Persons with Disability (PWDs), Solo Parents, and LGBTQ); Environment; Education; Transportation; and Barangays.
According to Lazatin, his legislative agenda shall follow a basic tenet – ‘ALANG MALAKWAN’ – focusing on delivering public services to all sectors from all walks of life.
