DENR launches first marine research hub in Central Luzon to safeguard Aurora’s coastal ecosystem

BALER, Aurora – Coastal communities in Aurora will soon benefit from stronger marine protection and sustainable development with the construction of the Department of Environment and Natural Resources’ (DENR) first Marine Scientific Research Station (MSRS) in Central Luzon.

Located on a 1,000-square-meter site in Barangay Dibacong, Casiguran, the MSRS will serve as a regional hub for research and monitoring of the North Philippines Sea, with particular focus on the Philippines Rise Marine Resource Reserve.

DENR Secretary Maria Antonia Yulo Loyzaga led the groundbreaking ceremony and emphasized that the project is expected to boost scientific knowledge and guide policy decisions related to marine ecosystems.

“Our vision is clear: this station will become a beacon for marine research in the region, strengthening local capacities, fostering partnerships across sectors, and producing knowledge that leads to transformative action. By harmonizing our national and regional research agendas, we will ensure that this facility serves the Philippines and contributes meaningfully to global scientific and conservation efforts,” Loyzaga said.

The MSRS will conduct baseline studies on existing marine life and ecosystems to inform sustainable fisheries management and shoreline protection. 

“The MSRS will also explore effective habitat rehabilitation methodologies, ensuring that conservation efforts are both science-based and adaptive,” she added.

In addition to its scientific functions, the facility is also expected to foster collaboration among government agencies, academic institutions, environmental organizations, and local communities. 

The Aurora MSRS is the first of its kind in Central Luzon and will be followed by similar stations in Cagayan Valley, Eastern Samar, Zamboanga, and Sarangani as part of DENR’s nationwide marine conservation strategy.
