CITY OF SAN FERNANDO, Pampanga — The Department of Human Settlements and Urban Development (DHSUD) has identified the eligible beneficiaries of the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program.
During the 18th episode of the Kapihan sa Bagong Pilipinas of the Philippine Information Agency, DHSUD Regional Director Julius Ervin Enciso clarified that while the agency’s flagship program primarily targets low-income individuals, it is not limited to informal settlers.
He highlighted that Overseas Filipino Workers, government employees, and even newly graduated individuals earning minimum wage or slightly above are also eligible for the program.
“To qualify for this program, the number one requirement is that you must be a Pag-IBIG Fund member. This is the basic requirement. And of course, you must belong to the low-income sector to prevent abuse of the 4PH program by those with higher incomes,” Enciso added.
Moreover, he noted that individuals must not have any existing housing loans with Pag-IBIG Fund or other institutions and must not have defaulted on previous loans.
Pag-IBIG Fund San Fernando Housing Business Center Business Development Department Manager Brenda Cao further elaborated on the requirements, stating that members must have made at least 24 months of contributions before availing themselves of a housing loan under the 4PH program.
“You can make upfront payments for the 24 months, and then you can avail of the housing loan,” she added.
Pag-IBIG Fund is responsible for pre-validating buyers from local government units, working alongside DHSUD and developers to assist qualified clients.
Furthermore, Cao reiterated that having a source of income is essential for applicants to be considered qualified.
She explained that this requirement is crucial to ensure the effective circulation of government funds, with support from their partners in the National Housing Authority and the Social Housing Finance Corporation, committed to addressing the housing backlogs in the country.
