DPWH chief admits ‘ghost projects’ in P5.9-B flood control deal

MANILA, Philippines – Public Works Secretary Manuel Bonoan on Monday admitted that some flood control projects awarded to Wawao Builders Inc. in Bulacan were “ghost projects.”

The firm bagged contracts worth P5.9 billion to address flooding in the province, but validation showed several projects were either unfinished or non-existent. Bonoan said a full audit is underway, and officials found liable will be held accountable.

The revelation adds to long-standing doubts over DPWH’s flood control spending, often criticized as prone to corruption and political kickbacks.
