Governor Pineda orders temporary suspension of hauling permits for Bulacan trucks

Porac, Pampanga – Governor Dennis “Delta” Pineda has ordered the 15-day suspension of all hauling passes issued to truckers from Bulacan after reports of unauthorized waste dumping in the sanitary landfill located in Brgy. Mancatian, Porac.

The decision follows a site inspection conducted on Wednesday, June 11, by Governor Pineda, together with Pampanga PG-ENRO Chief Arthur Punsalan, representatives from DENR-EMB, and the Municipal Government of Porac.

During the inspection, 15 trucks loaded with waste materials were found on-site. One of the vehicles was reportedly carrying hazardous waste, including used medical dextrose, and several trucks lacked the required labeling and documentation—a clear violation of RA 9003 (Ecological Solid Waste Management Act of 2000) and RA 6969 (Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990).

As a result, operations involving the identified trucks were immediately halted pending a full investigation.

The inspection came after a meeting held on June 10, 2025, with the Quarry Operators Association and the Haulers and Truckers Association, where it was confirmed that haulers from Bulacan had been transporting waste to the Porac landfill without proper permits.

In response, Governor Pineda has directed a joint composite team from the Provincial Government to investigate the matter thoroughly. The 15-day suspension, effective June 11, aims to prevent further unauthorized dumping while protecting public health and the environment.

According to the Governor, the Provincial Government of Pampanga remains committed to enforcing environmental laws and holding violators accountable.
