The Land Transportation Office (LTO) has suspended the implementation of Administrative Order No. VDM-2024-046, which outlines the “Guidelines in the Immediate Transfer of Ownership of Motor Vehicles with Existing Registration.”
The suspension was announced on Wednesday, October 23, 2024, to allow for smoother enforcement of the policy and provide stakeholders with more time to submit their feedback. The LTO emphasized the importance of considering various perspectives before fully implementing the order.
“To ensure more effective enforcement and to give stakeholders sufficient time to share their opinions, the implementation of Administrative Order No. VDM-2024-046 has been temporarily suspended,” the agency said in its official statement.
LTO Chief Vigor D. Mendoza II directed Executive Director Greg G. Pua, Jr. to draft a revised administrative order that will incorporate suggestions and recommendations from different groups involved. This approach, the LTO believes, will lead to better implementation and more comprehensive guidelines that address the concerns of all stakeholders.
The suspended order was initially introduced to expedite the process of transferring ownership of motor vehicles, which has been a point of concern for both buyers and sellers. However, with the suspension, the LTO aims to refine the process based on public input to ensure that the new guidelines will be both practical and fair to all parties involved.
