Malolos audit finds 13 ‘ghost’ flood projects

MALOLOS CITY, Bulacan – The Malolos City People’s Audit Team (MCPAT) has formally submitted its initial report to the Independent Commission for Infrastructure (ICI), revealing questionable findings in 106 flood control projects implemented in the city.

The audit team, created by Mayor Christian D. Natividad, was formed in response to President Ferdinand Marcos Jr.’s directive for a deeper probe into flood mitigation projects nationwide — particularly those with alleged irregularities.

According to the report, of the ₱7-billion flood control projects under the Department of Public Works and Highways (DPWH) First Bulacan District Engineering Office, 13 were classified as “ghost projects” after auditors found no physical evidence of their existence. Eight were deemed substandard, six lacked documentation, 27 were still ongoing, and another 27 were reported completed.

Mayor Natividad said the findings will serve as evidence for ICI’s ongoing investigations into anomalous infrastructure projects.

Following the submission, MCPAT will next assess public school buildings and facilities across Malolos. The city’s initiative marks the first time a local government has formed its own audit team in partnership with civil society groups and local government offices to scrutinize infrastructure spending.
