Multi-Agency Action in Clark Combats Mendicancy

CLARK FREEPORT — Clark Development Corporation (CDC) has intensified its efforts to address mendicancy within Clark Freeport Zone through coordinated rescue operations with local government agencies and social welfare offices.  

The initiative, conducted in collaboration with the CDC’s Public Safety Division (PSD), Corporate Social Responsibility and Placement Division (CSRPD), and local government units of Angeles City, Mabalacat City, and Bamban, Tarlac, aims to reduce the presence of ambulant vendors, particularly minors, in the Freeport.  

In a report to CDC President and CEO Atty. Agnes VST Devanadera, Vice President for Security Services PMGen. Lina Sarmiento (Ret.) stated that the first rescue operation was conducted by the Angeles City Social Welfare and Development Office on March 26, 2025. A total of 80 mendicants, including minors and adult vendors, were rescued and subsequently  turned over to their respective communities.  

Follow-up operations on April 2 and April 10, 2025, rescued 104 minor vendors, who were also reintegrated into their communities. The Bamban Social Welfare Office led the April 2 operation, while the local governments of Angeles City, Porac, and Mabalacat City carried out the April 10 operation.

CDC remains committed to ensuring public welfare and maintaining Clark Freeport as a safe and business-friendly environment. The corporation will continue working with local agencies to develop sustainable solutions addressing mendicancy concerns.
