Olongapo City cancels ‘Angkas’ passes

OLONGAPO CITY – Mayor Rolen “Lenj” Paulino has suspended the implementation of the “Angkas” passes that would have allowed a motorcycle rider to have a backrider.

Paulino has issued Executive Order No. 54-A to amend EO No. 54 that earlier allowed a rider to have a backrider provided they have an ‘Angkas Pass.’

The riders in tandem will only be allowed within the territorial jurisdiction of the city addressing the lack of transport while the city is still under General Community Quarantine which started on May 16. 

“To address some of the difficulties of the authorized persons outside of residences (APOR) with transportation and the insufficient public transportation routes in the City considering its General Community Quarantine status, the City Mayor issues EO 54 Series of 2020, allowing motorcycle riders to have one designated back rider from the same household, who must also be an APOR, when ferrying through the jurisdiction of Olongapo City provided they have an Angkas Pass,” the amended EO 54-A stated.

“Tayo po ay binigyan ng direktiba na huwag muna pong ipatupad ang Angkas Pass alinsunod sa mga guidelines ng National Government. Nirerespeto po natin ang kanilang desisyon. Dahil po dito, inilabas po natin ngayon ang Executive Order No. 54-A,” Paulino said.

EO No. 54-A states there is a need to suspend the implementation of the ‘Angkas Pass’ in compliance to the existing rules and regulation in the Omnibus Public Transport Protocols set by  the Department of Transportation (DOTr) and the Inter-Agency Task Force for the management of Emerging Infectious Disease (IATF-EID).

“Umapela po tayo na sana ay magbago pa ang polisiya nila na siguradong makakatulong sa nakakarami. Patuloy po nating tututukan ang isyung ito,” Paulino said.

Paulino said the “implementation of Executive Order no. 54 shall be stayed until it is consonant with the guidelines and regulations of the IATF-EID, DOTr, and Land Transport Franchising and Regulatory Board (LTFRB) and the Department of Local and Interior Government (DILG).”
