Pampanga Widespread Flooding Sparks Call for Comprehensive Mitigation Plan

The recent flooding in the City of San Fernando and across Pampanga has intensified concerns, leading the Pampanga Chamber of Commerce and Industry Inc. (PamCham) to call for a province-wide flood mitigation masterplan. In a letter dated August 19, 2024, addressed to Regional Director Roseller Tolentino, Department of Public Works and Highways (DPWH) Region III, PamCham emphasized the urgency of an integrated flood control strategy.

The letter, signed by Renato Romero, past president and director for infrastructural development and noted by current president Teresa David-Carlos, expressed their full support for this critical initiative.

The letter highlights the flooding caused by typhoon Carina on July 24, followed by monsoon rains on August 1, which resulted in unprecedented water levels affecting numerous towns and municipalities.
During a meeting on August 6, 2024, attended by DPWH Region III officials and led by ARD Melquiades Sto. Domingo, a flood mitigation plan for the City of San Fernando was presented. However, PamCham stressed that addressing the flood concerns of the capital city alone would be insufficient without a coordinated effort across the entire province.

A province-wide flood mitigation plan is crucial because it allows for a comprehensive approach to managing water flow across multiple areas, preventing the displacement of floodwaters from one location to another. Without such a unified plan, efforts in one city could inadvertently worsen conditions in neighboring towns. A coordinated strategy ensures that all areas, both urban and rural, are protected, reducing the risk of widespread damage and ensuring the safety and well-being of Pampanga’s residents.

Moreover, a contiguous plan would take into account the interconnected nature of the province’s waterways, making it possible to implement long-term solutions that address the root causes of flooding. This would not only safeguard communities but also protect vital infrastructure, agricultural lands, and the overall economic stability of the province.

PamCham’s call for a province-wide strategy is a testament to their continued commitment as partners in public service. Over the years, PamCham has consistently demonstrated leadership in advocating for infrastructure improvements and disaster resilience.
