
A plunder case is set to be filed against former Department of Public Works and Highways (DPWH) Bulacan District Engineer Henry Alcantara, who was recently dismissed from service after being found administratively guilty of disloyalty to the Republic, grave misconduct, and gross neglect of duty.
The Office of the Ombudsman ordered Alcantara’s dismissal, citing his role in ghost projects and questionable transactions involving multimillion-peso flood control programs. Investigators flagged several projects under his watch as either incomplete, overpriced, or non-existent, raising red flags on fund disbursements allegedly tied to favored contractors.


The latest plunder complaint further intensifies scrutiny of corruption within DPWH district offices across Luzon. Watchdog groups and business leaders have renewed calls for transparency and tighter oversight to prevent misuse of public funds meant for infrastructure and disaster-resiliency projects.
