CITY OF SAN FERNANDO – The Regional Disaster Risk Reduction and Management Council 3 (RDRRMC3) through the Office of Civil Defense Regional Office 3 (OCD3) facilitated a three-day workshop for the updating and enhancement of the Regional Disaster Risk Reduction and Management Plan (RDRRMP) on November 16-18, 2022 at Savannah Resort and Hotel in Angeles City.
The workshop that aims to update and enhance the RDRRMP 2023-2030 as well as the Monitoring and Evaluation (M&E) tool kit, and to identify the members of the M&E Team was in partnership with the Japan International Cooperation Agency (JICA) and the OCD Central Office.
Section 8 of Republic Act 10121 states, the OCD shall have the primary mission of administering a comprehensive national civil defense and disaster risk reduction and management program by providing leadership in the continuous development of strategic and systematic approaches as well as measures to reduce the vulnerabilities and risks to hazards and manage the consequences of disasters.
RA 10121 also mandates the OCD to formulate and implement the NDRRMP and ensure that the physical framework, social, economic and environmental plans of communities, cities, municipalities and provinces are consistent with such plan.
OCD3 Regional Director (RD) Cesar M Idio acknowledged the support and commitment of JICA and OCD CO for assisting the Region in the updating of the said Regional DRRM Plan. He also pointed out the contributions of the Local DRRM Councils will be very valuable in the identification of hazards, vulnerabilities and risks to be managed at the regional level; disaster risk reduction and management approaches and strategies in managing said hazards and risks.
The workshop involved Situational Analysis, Setting of DRRM Vision, Goals, Targets, and Outcomes, Identifying the Necessary Programs, Projects, and Activities (PPAs), Developing a Results-Based Monitoring & Evaluation Plan, and Assessment and Action Plan.
Present during the said workshop were representatives from the RDRRMC3 Member Agencies including DOST, DILG, DSWD, NEDA, DENR, DPWH, EMB, MGB, PRFFWC, DICT, PIA, BFP, AFP, PNP, DA, DBM, DHSUD, and NAPC.
Representatives from the Provincial DRRM Offices of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, and Zambales, were also present.
