Silent heroes recognized: DSWD and Capitol grant ₱3,000 assistance to 2,600 Bantay Bayan volunteers

CITY OF SAN FERNANDO, PAMPANGA — The Department of Social Welfare and Development (DSWD), in partnership with the Provincial Government of Pampanga, extended financial assistance to over 2,600 Bantay Bayan volunteers on Friday, October 17, at the Bren Z. Guiao Convention Center, in recognition of their selfless service to their communities.

Each volunteer received ₱3,000 in cash aid under the Ayuda sa Kapos ang Kita Program (AKAP) of the DSWD. Beneficiaries came from the towns of Bacolor, City of San Fernando, Mexico, Minalin, San Simon, and Sto. Tomas.

Governor Lilia “Nanay” Pineda and Vice Governor Dennis “Delta” Pineda personally led the distribution, expressing their gratitude to the volunteers for their dedication to peacekeeping and public safety—often without pay but always with love for community.

“You are the silent heroes of our barangays—serving not for salary, but for love of community. Because of you, our barangays are safer,” said Governor Pineda.

Vice Governor Pineda also assured continued provincial support for the province’s grassroots frontliners.

“Our Bantay Bayan volunteers are the heart of community safety. We see your efforts, we value your service, and we will always find ways to support you,” he said.

Among the beneficiaries was Villamor Fajardo of Barangay Bulaon, City of San Fernando—a tricycle driver by day and Bantay Bayan volunteer by night.

“There’s no greater feeling than being able to help others. As long as I live and have strength, I will always be a Bantay Bayan,” he shared.

Beyond the financial aid, Governor Pineda emphasized that the initiative reflects the Capitol’s ongoing mission to honor, empower, and care for community volunteers who help keep Pampanga peaceful and secure. The Capitol also distributed food packs for the volunteers and their families as a gesture of gratitude.

Also present were Board Member Lucky Labung, Dr. Kaye Naguit, and representatives from the DILG–Pampanga and the Pampanga Police Provincial Office (PPO).
