State partnership program training ends in Aurora

MARIA AURORA, Aurora — The week-long State Partnership Program (SPP) training wrapped up in a ceremony that celebrated unity, skill-building, and international cooperation between the Armed Forces of the Philippines (AFP) and the Guam National Guard.

Held at the Municipal Covered Court, the culmination event gathered 138 reservists from the Philippine Army, Navy, and Air Force. The program focused on Leadership Development (Maneuver Operations) and Emergency Medical Response, with Subject Matter Expert Exchanges (SMEEs) aimed at enhancing the country’s reserve force capabilities.

Vice Mayor Rhiza R. Silvestre of Maria Aurora, also a member of the Aurora Ready Reserve, served as Guest of Honor and Speaker. In her address, she emphasized the essential role of reservists in nation-building and disaster response, drawing from her experience in both local governance and military service.

Introduced by fellow reservist and Tourism Officer Corporal Noel D. Dulay (Res), Silvestre was praised for her dedication to public service and defense preparedness. Her speech highlighted the increasing integration of civilian leadership with military readiness in responding to modern challenges.

The program was formally opened by Colonel Rozelle B. Salvosa, Chief of the Reservist Training Division and SPP Coordinator, who applauded the collaboration and learning that took place throughout the exchange.

Guam National Guard’s Lieutenant Colonel Joey San Nicolas, Officer-in-Charge of the delegation, lauded the cultural and professional exchange between forces, calling it a “valuable experience” that strengthened mutual understanding and defense ties.

Meanwhile, Lieutenant Colonel Ron Michael M. Soriao, Director of the 307th Community Defense Center, presented the graduating class and officially closed the training, earning thunderous applause from attendees.

The SPP, a key component of U.S.-Philippine military engagement, continues to play a vital role in building resilient, capable reserve forces through joint training and cooperation.
