In so far as the quadcom hearings are concerned, we find no evidence directly linking Mayor Jaime Capil to the operations of Lucky South 99. What we have on record is the business permit he issued when Lucky South was still licensed by PAGCOR. When the license was cancelled, Mayor Capil did not anymore issue any subsequent permits. This stands on record and this is the basis for Quadcom’s clearance.
It would be recalled that Porac Mayor Jaime Capil was suspended by the Ombudsman for alleged involvement in the illegal operations of Lucky South 99. However, the investigation in the Ombudsman is different from the Quadcom investigations. As far as Quadcom is concerned, we found no link between Mayor Capil and Lucky South 99.
Thus, the clearance issued to Mayor Capil is without prejudice to the investigations that other government agencies may further conduct, and the cases that may be filed against him should the evidence warrant.
