Subic council urges termination of PrimeWater JVA

Subic, Zambales – During its 110th regular session on May 27, 2025, the Sangguniang Bayan of Subic, Zambales passed Resolution No. 29, S-2025, strongly urging the Subic Water District to terminate its Joint Venture Agreement (JVA) with PrimeWater Infrastructure Corporation due to growing public dissatisfaction.

The council cited long-standing complaints from residents, including:

1. Poor water supply – Residents report inadequate supply, low pressure, unstable flow, and dirty water unsuitable even for bathing or washing clothes.

2. Questionable water rates – Consumers are charged high bills despite insufficient supply, including a minimum rate even when consumption is below the minimum cubic meter threshold.

Committee Chairman on Public Utilities & Communication, Sangguniang Bayan Member Elmer S. Tumaca, said, “This is a direct response to years of unresolved service failures. We must put the welfare of our constituents first.”

The resolution asserts that PrimeWater violated key provisions of the JVA, including compliance with water quality standards and customer service benchmarks mandated by the Department of Health and Local Water Utilities Administration (LWUA).

The Subic Water District has already issued a notice of pre-termination to PrimeWater, citing similar grounds.

The council resolved to furnish copies of the resolution to relevant officials and agencies, including the PrimeWater Subic branch and the Subic Water District Board.

The resolution was unanimously approved, presided over by Vice Mayor Lauro B. Simbol, certified by SB Secretary Eva Esoterica R. Deveraturda, and approved by Municipal Mayor Jonathan John F. Khonghun.
