The Bulacan Police Provincial Office (PPO) created a Special Investigation Task Group (SITG) that will handle the investigation in the slaying of an ex-vice mayor and incumbent village chief of Pandi, Bulacan who were both shot dead in front of a restaurant at the Plaridel Bypass Road in Barangay Bulihan, Plaridel, Bulacan on Sunday afternoon.
PCol. Emma Libunao, Bulacan PPO director said, she will be the commander of the task group dubbed as “Task Force Oca” and designated PLt.Col. Jaime Quiocho, the current Deputy Provincial Director For Operation and PMaj Rito Iglesia Sebuala, chief of the Bulacan Criminal Investigation Detection Team (CIDT) as assistant commander. The Task Force Oca immediately held a conference at the Camp Alejo Santos.
In a phone interview with Libunao, she said that based on preliminary investigation several hours after the victims were killed, they immediately looked into possible motives of “double-cross” in the land-selling business and alleged involvement in illegal drug dealing.
According to Libunao, the victims where shot dead while waiting for their clients in a real estate transaction.
“We are not ruling-out politics in this case, but as of now there is no indication that politics is behind it … mainly it happened few months later after elections,” Libunao said.
Victim Capistrano was a brother-in-law of former Pandi Vice Mayor Marquez who served in 2013-2016 and the younger brother of former Mayor Tinoy Marquez.
The victims were gunned down by still unidentified armed men while having a business transaction in a nipa hut restaurant along Bypass Road in Barangay Bulihan, Plaridel, Bulacan on Sunday afternoon.
Capistrano was shot in the head and in his body while Marquez sustained several gun shot wounds in his body.
