Motorists along the stretch of the Subic-Clark-Tarlac Expressway (SCTex) had to stop for at least 25 minutes allowing vehicles of foreign dignitaries to pass through SCTex and NLex seamlessly on their way to Manila on Sunday. World leaders descended at the Clark International Airport to attend the 31st Association of Southeast Asian Nations Summit and Related Meetings.
