2025 Election Prospects in Pampanga’s Cities

As the 2025 elections loom on the horizon, Pampanga stands on the cusp of significant political transformation. What if all three cities—Angeles City, Mabalacat City, and the City of San Fernando—are set to welcome new mayors? With prominent candidates vying for leadership, the stage is set for a political tale of ambition, strategy, and change, marking a pivotal moment in their respective histories.


Angeles City:
In Angeles City, Congressman Carmelo “Jon” Lazatin II emerges as the leading candidate for mayor. Known for his deep political legacy, Lazatin has a track record of spearheading infrastructural developments and social programs during his congressional tenure. His campaign promises a continuation of these efforts, with a focus on economic growth, education, healthcare enhancements, human rights, and sustainable urban development.
But what if Lazatin’s leadership fails to meet the high expectations set by his past achievements? Will Angeles City face a period of stagnation, or will the strong foundations of previous administrations sustain the city’s progress?


Mabalacat City:
Vice Mayor Atty. Gerald “Geld” Aquino is poised to take the helm in Mabalacat City. Aquino’s previous tenure was marked by his dedication to grassroots initiatives and community-driven projects. His campaign centers on promises of transparency, innovation in public service, and economic revitalization aimed at attracting investments and creating job opportunities.

Moreover, Aquino should not underestimate veteran newsman Deng Pangilinan and his loyalists, who amassed over 4,635 votes through guerrilla tactics and extensive propaganda efforts in the 2022 elections against Mayor Cris Garbo and former mayor Marino Boking Morales. Despite Garbo’s efforts to persuade him to withdraw, Pangilinan stayed in the race. Undeterred, the resilient Pangilinan is now contemplating a run in the 2025 polls.


City of San Fernando:
In the City of San Fernando, while many Fernandinos prioritize local roots when electing their leaders, favoring those born and raised in the city like incumbent Mayor Vilma Caluag, not all do. Caluag has a deep connection to the community, having served as punong barangay before her tenure as city mayor. Her administration is marked by initiatives aimed at enhancing local services and infrastructure, fostering a sense of belonging among residents.


On the other hand, second district Provincial Board Member Mylene Pineda-Cayabyab, originally from Lubao but now residing in San Fernando after transferring her voter registration, presents a contrasting vision. Known for her advocacy in women’s rights, education, arts, culture, tourism, and environmental sustainability, Pineda-Cayabyab promises inclusive governance and aims to boost public infrastructure and economic vitality.

However, her campaign may face challenges from established interests resistant to change.
As the election approaches, the City of San Fernando faces a choice between continuity under Mayor Caluag’s leadership or the potential reforms proposed by Pineda-Cayabyab, highlighting the dynamic of local identity versus broader policy goals.
A New Era for Pampanga?
The 2025 elections offer a chance for Pampanga to experience a new era of leadership. Each candidate—Lazatin for Angeles City, Aquino for Mabalacat City, and Pineda-Cayabyab for the City of San Fernando—brings unique perspectives and policy proposals to the table.
