
CLARK FREEPORT ZONE – Progress continues at the Clark Multi-Specialty Medical Center (CMSMC), a key project under President Ferdinand R. Marcos Jr.’s Health Facility Enhancement Program (HFEP), as its Pediatric Building officially tops off.
This milestone, marked on May 9, 2025, completes the building’s structural framework and advances its goal of expanding specialized healthcare access in Central and Northern Luzon.
The P1-billion facility, funded by Bloomberry Cultural Foundation Inc. (BCFI), is the first major component of the CMSMC to reach this stage of construction. Once completed, it will offer comprehensive child-focused inpatient and outpatient services, including pediatric wards, diagnostic areas, treatment zones, and family-centered care facilities.

Atty. Agnes VST Devanadera, President and CEO of Clark Development Corporation (CDC), was represented at the ceremony by CDC Vice President for Engineering Services Group (ESG), Engr. Teresito Tiotuyco. He was joined by BCFI Executive Director Filipina Laurena, Archion Architects Principal and Managing Partner, Ar. Daniel Vicente Lichauco, Thaison Builders and Developers, Inc. Project Manager, Engr. Richard Manaog, and Meinhardt Philippines Inc. Vice President, Engr. Alfredo Rodriguez, Jr.
A topping-off ceremony is traditionally held when the final beam is placed atop a structure, signifying it has reached its maximum height.
During the event, Engr. Tiotuyco expressed optimism about the building’s future contribution to healthcare in the region.

“Sa kabuuan, ang pediatric building ay higit pa sa mga pasilidad ng pangangalagang pangkalusugan. Ang gusaling ito ay mahalagang bahagi ng komunidad na nag-aambag sa kabuuang kagalingan ng mga bata at kanilang mga pamilya. Ang CDC ay labis na nasasabik para sa positibong epekto sa hinaharap ng Pediatric Building na ito,” he said.
For her part, BCFI Executive Director Laurena emphasized the project’s significance as the first of its kind in the country under the Marcos administration’s healthcare agenda.
“Thank you, CDC, for providing us with this 5.2-hectare area, where we will build a multi-specialty hospital, starting with the Pediatric Center. Of course, we also extend our gratitude to our project partners, Archion and Thaison, for making this vision possible,” Laurena said.
“The current administration aims to establish regional multi-specialty hospitals throughout the country, and this site in Clark, made possible through the CDC, marks the first of this initiative. We should be very proud of this,” she added.
Meanwhile, Architect Lichauco mentioned that the pediatric building is expected to be fully completed by the fourth quarter of 2026.
“Everything [here in CMSMC] is really designed to be staged from one building to the next. So, the Bloomberry Foundation Pediatric Building will be the first one and the first one to be operational hopefully by the end of next year and we’re very happy to be part of this project,” he said.
BCFI, CDC, the Provincial Government of Pampanga, the Philippine Amusement and Gaming Corporation (PAGCOR), and the Department of Health (DOH) are working together to provide accessible, specialized care in cardiology, oncology, pediatrics, and nephrology for communities in Central and Northern Luzon.
The government is constructing the hospital on a 5.2-hectare site along Prince Balagtas Avenue, in accordance with Republic Act 11959, or the Regional Specialty Centers Act.
