Tourist arrivals drop amid political uncertainty

MANILA — The Philippines recorded 1.65 million international tourist arrivals in the first quarter of 2025, reflecting a 0.6-percent dip compared to the same period in 2024, data from the Department of Tourism (DOT) showed.

The decline was largely driven by geopolitical tensions and administrative setbacks, notably the significant drop in Chinese and South Korean visitors. Arrivals from China plunged by 33.7 percent, while those from South Korea—still the country’s top source market—declined by 13.9 percent.

DOT officials attributed the drop in Chinese arrivals to the suspension of the electronic visa (e-visa) system in late 2023, following concerns over fraudulent applications. Despite ongoing talks to restore the e-visa system, travel restrictions and advisories remain in place for Chinese tourists.

Overall, the country welcomed 5.95 million tourists in 2024, falling short of the 7.7-million target. In 2019, tourist arrivals had peaked at 8.26 million, prior to the pandemic.

While foreign arrivals fell short, international tourism receipts rose to a record P760 billion in 2024—a 9.04-percent increase from 2023—driven by longer average stays and higher per capita spending.

The Tourism Congress of the Philippines noted that investor confidence has also been affected by “inconsistent policy implementation” and “regional security concerns,” warning that unless political stability is assured, further growth in arrivals may remain elusive.

Employment in the tourism sector remained robust, with over 16 million Filipinos engaged in tourism-related work in early 2024, highlighting the industry’s critical role in economic recovery and inclusive development.

The DOT said it remains committed to achieving its revised 2025 target of 7.1 million international arrivals, banking on promotional campaigns and restored air connectivity, but acknowledged that political and diplomatic issues may continue to impact recovery efforts.
