
CITY OF SAN FERNANDO, Pampanga – A surprise drug test was conducted during the command conference of the Police Regional Office 3 (PRO3) on June 6, 2025, in line with the directive of President Ferdinand R. Marcos Jr. to promote a more disciplined, responsive, and humane police service.
Held at the PATROL Hall of the PRO3 Multi-Purpose Center in Camp Olivas, the conference was led by PRO3 Regional Director PBGen Jean S. Fajardo and attended by members of the Command Group, Regional Staff, Provincial and City Directors, Chiefs of Police, Mobile Force Commanders, and other key officers in Central Luzon.

The surprise drug test, one of the conference’s key activities, aimed to reaffirm the PNP’s internal cleansing program by ensuring that senior police leaders remain free from any involvement in illegal drugs.
In her address, PBGen Fajardo emphasized the core directives of newly appointed PNP Chief PGen Nicolas D. Torre III, which are anchored on three pillars: responsive public service, unity and morale within the ranks, and intensified modernization.

She also underscored the importance of sustained police visibility through the implementation of fixed visibility points, checkpoints, and chokepoints to maintain peace and order in communities. Police stations across Region 3 were instructed to strengthen their radio communication systems and regularly inspect their equipment to ensure operational readiness.
PBGen Fajardo echoed PGen Torre’s push for the eight-hour duty policy, which enforces a three-shift schedule (6:00 AM–2:00 PM, 2:00 PM–10:00 PM, and 10:00 PM–6:00 AM), aimed at promoting the health, vitality, and efficiency of police officers on duty.

“We must uphold discipline and professionalism within our organization,” said Fajardo. “As leaders, it is our duty to be role models of integrity. And as guardians of order, we will not hesitate to discipline those who violate our rules.”

She called on all police commanders to ensure the immediate implementation of these directives down to the station level throughout the region.
