Another legal victory for BCDA clears path for John Hay growth

With another favorable ruling, the Court of Appeals has once again affirmed the Bases Conversion and Development Authority’s (BCDA) rightful claim and mandate over Camp John Hay in Baguio City—marking a critical step forward in BCDA’s efforts to transform the area into a vibrant public asset for the benefit of Baguio and its neighboring communities.

The Court ruled against the claimants, Casiano et al., dismissing their Petition for Prohibition and reaffirming BCDA’s right to recover a Forest Lodge unit within Camp John Hay. This legal clarity further strengthens BCDA’s position as it advances long-term development plans aimed at unlocking new opportunities for eco-tourism, business, and inclusive growth in the region.

BCDA Chairperson Atty. Larry Paredes lauded the Court’s ruling, calling it “another decisive victory for the rule of law and the Filipino people.”
