CPD Central Luzon pushes for informed choice, responsible parenthood as fertility rate declines

CITY OF SAN FERNANDO, Pampanga – The Commission on Population and Development (CPD) Central Luzon reiterates its call to promote informed choice and responsible parenthood as the total fertility rate (TFR) in the region and the country continues to decline.

CPD Regional Director Lourdes Nacionales reported that the  country’s TFR or the average number of children a woman bears during her reproductive years from 15 to 49 years old, has dropped from 2.7 percent to 1.9 percent, with Central Luzon mirroring the same figure.

“The total fertility rate has gone down significantly, but we must understand the concept of population momentum. Even if the average is now two children per woman, many are still entering reproductive age. This means the population will continue to increase, albeit at a slower pace,” Nacionales explained.

She emphasized that the government is not imposing any population policy such as a two child or one child mandate, but rather, promotes voluntary and informed family planning decisions.

“In a democratic country like ours, couples have the right to decide how many children they want. What we do is to help them make that decision through proper information, education, and access to services,” Nacionales added.

She also clarified that the adolescents, practically those under 18, are not automatically provided with contraceptives unless they express intent and undergo proper counseling, as mandated by the Responsible Parenthood and Reproductive Health Law.

“We emphasize Filipino values. Our first message to the youth is to say no to sex. We only offer family planning to those who are sexually active and in need of protection. And even then, there must be proper counseling,” the director stressed.

Moreover, she noted the growing importance of responsible social media use, particularly among the youth. 

She noted that while social media is a major source of information, not all online content is accurate and helpful.

Nacionales likewise called on the public, especially the youth and couples, to be responsible in their choices.

“To our youth, always say no to sex until you’re ready. But if you’re already there, protect yourself. To couples and individuals, be responsible in your actions. Visit the nearest health center for accurate information and services on family planning.” she urged.
