ARTA, PamCham partner against red-tape

SAN FERNANDO, Pampanga — The Anti-Red Tape Authority (ARTA) and the Pampanga Chamber of Commerce and Industry, Inc. (PamCham) have signed a memorandum of understanding to strengthen efforts against bureaucratic delays and improve the ease of doing business in Pampanga and Central Luzon.

The agreement was signed during PamCham’s 62nd Kapihan on Generative AI for Executives and Business Owners held on July 10 at the BMW Showroom in San Fernando City.

Under the partnership, PamCham was designated as an “ARTA Champion,” enabling the business group to support the government’s anti-red tape campaign by reporting bureaucratic inefficiencies, fixing, and other irregular practices. The chamber will also help conduct awareness campaigns, public consultations, and mobilize its members in support of ARTA’s initiatives.

In return, ARTA will provide capacity-building programs for PamCham members and ensure prompt action on complaints and concerns raised through the chamber.

The memorandum was signed for ARTA by Undersecretary Juabilly P. Racho, Deputy Director General for Regional Field Offices, and Central Luzon Regional Chief Mary Grace B. Manabat. Representing PamCham were President Atty. Paulino L. Yusi and Vice Chairman Terry David-Carlos.

Racho said the partnership would help accelerate regulatory reforms, streamline government processes, and create a more competitive environment for businesses in Pampanga and the rest of Central Luzon.

He also cited PamCham’s focus on artificial intelligence and digitalization during the forum, saying technology, combined with institutional reforms, would help build a more efficient and future-ready business environment.

The partnership aims to promote a more business-friendly investment climate, generate jobs, and support inclusive economic growth under the government’s Bagong Pilipinas agenda.
