
STO. TOMAS, Pampanga – Residents here are asking the newly created Infrastructure Commission of Inquiry (ICI) to investigate a flood control project that appears to have no visible progress despite government funding of nearly ₱94.6 million.
The project, billed as the “Construction of Flood Control Structures Upstream Portion of Dalaquitan Bridge – Phase 2,” was awarded to EGB Construction Corp. and Sanray Metro Builders Corp. Work was supposed to begin on April 14, 2025 and end by October 10, 2025. But locals said no activity has taken place at the site.

Residents pointed out that another project at the same location – the “Construction of Flood Control Works Upstream Portion of Dalaquitan Bridge” – worth ₱91.6 million and awarded to Eddmari Construction and Trading – was listed on the sumbongsapangulo.ph website as a suspected ghost project, reportedly completed in February 2024.
The appeal to ICI comes amid mounting calls for accountability in Pampanga’s flood control projects, many of which have been flagged as substandard or non-existent. President Ferdinand Marcos Jr. recently ordered a fact-finding inquiry, while DPWH Secretary Vince Dizon vowed to review all questionable contracts.
“Kung natapos na, bakit parang wala? At bakit may Phase 2 na, kung walang Phase 1 na makikita?” one resident said.
