

MANILA, Philippines – House Speaker Martin Romualdez and Ako Bicol Representative Zaldy Co have been implicated in an alleged multimillion-peso kickback scheme, according to a sworn statement by Co’s former security aide.
In his affidavit, Orly Guteza claimed he personally delivered 35 suitcases of cash from Co’s residence to Romualdez. Each suitcase allegedly contained about ₱48 million, supposedly representing kickbacks from infrastructure allocations, particularly flood control projects.
Photos of the signed affidavit were shared by the Office of Senator Panfilo Lacson, who has been pushing for a deeper investigation into congressional “pork” abuse.
