Collective hope and good governance are the keys to the province continued development: Gov. Ebdane

IBA, ZAMBALES– In his State of the Province Address (SOPA) on Monday, January 19, 2026. Governor Hermogenes E. Ebdane Jr. emphasized the importance of collective action and effective governance to maintain and expand the development achievements of the province of Zambales.

In his speech with the theme “Collective Resonance: The Ray of Hope, Transformation, and Effective Governance”  Ebdane said,  “Today marks the unfolding of a new chapter, one that builds upon fifteen years of legacy with a simple yet bold vision: a Zambales that truly works for every Zambaleño. Having become the province we once only dreamed of, we are now called to rise above complacency and to chart a new course toward sustained excellence, ensuring that the very progress we have achieved becomes the foundation for a better future.”

Ebdane also proudly pointed out that Zambales has once again maintained its status as a First-Class province economically, socially, and culturally. The status, fueled by strengthened fiscal discipline and revitalized revenue generation; hence, advances the quality of life and opportunities for every Zambaleño.

The governor identified three pillars of strong government: efficient use of resources, efficient processes, and clear priorities focused on long-term development.

Ebdane also outlined the key sectors of the province, The health sector, he said access to quality and affordable medical services has been expanded through the modernization of hospitals and collaboration with PhilHealth.

In social services, the provincial government has ensured that no Zambaleño family will be left behind with the help of programs like Hatid Serbisyo and Tulong Kapitolyo, which directly bring assistance to communities. ´Our goal is enhanced social development, improved well-being, and a self-reliant citizenry – that no Zambaleño family is left behind. Our programs in child welfare, crises intervention, family support, and senior citizen care, uplift dignity and strengthen hope across communities, ensuring social equity and stability ” the governor said.

He also said the economy, agriculture, fishing, and tourism were strengthened through the establishment of the Zambales Mango Industry Council and the Zambales Maritime Development Council, as well as continued support for farmers and fisherfolk.

In his closing speech the governor said, “What we know today will continue to change. And what we achieved yesterday will not automatically be applicable for tomorrow. The responsibility of leadership is to keep moving forward – steadily, wisely, and with purpose. (Dante M. Salvaña)
