BCDA signs 50-year lease for new Clark City housing area

MANILA – The Bases Conversion and Development Authority (BCDA) has signed a 50-year residential lease agreement with a consortium composed of Sta. Clara International Corp. (SCIC), Saekyung Realty Corp. (SRC), and the state-owned Korea Overseas Infrastructure and Urban Development Corporation (KIND). The partnership aims to develop a 6.1-hectare real estate project in New Clark City, expanding housing opportunities in the area.

Under the agreement, the consortium will construct 12 high-density residential buildings. Nine of these buildings will have 2,600 units designated for the open market, while the remaining three buildings will provide 720 units under the government’s Pambansang Pabahay Para sa Pilipino (4PH) program.

BCDA President and CEO Joshua M. Bingcang emphasized that the project aligns with the agency’s goal of fostering resilient and sustainable communities. He highlighted the importance of partnerships with private and international firms in accelerating urban development in New Clark City.

The 4PH program, spearheaded by the national government, seeks to address the country’s housing backlog by providing affordable and accessible homes for Filipino families. The inclusion of 4PH units in the development ensures that more Filipinos benefit from the government’s housing initiatives.

The ceremonial signing of the lease agreement was attended by key officials, including Department of Human Settlements and Urban Development (DHSUD) Undersecretary Emmanuel D. Pineda, SCIC Chairman and Managing Director Nicandro Linao, and SCIC Deputy Managing Director Miguel Carlos Linao.

Also present were KIND Director for Urban Development Chang Hoon Seo, SRC Director Maria Theresa Ozoa, SRC Representative Chan Ju Park, and BCDA Officer-in-Charge for Conversion and Development Group Mark P. Torres. Their presence underscored the strong collaboration between the public and private sectors in advancing sustainable housing projects.

The BCDA remains committed to developing New Clark City as a premier urban hub, integrating modern infrastructure, environmental sustainability, and inclusive housing solutions for future residents.
