NGO to file charges vs Romualdez, lawmakers

MANILA, Philippines – A non-governmental organization backed by allies of former president Rodrigo Duterte is set to file criminal charges on Monday, February 12, against House Speaker Martin Romualdez and several lawmakers for alleged falsification of public documents. The complaint stems from supposed fraudulent insertions amounting to billions of pesos in the 2025 General Appropriations Act (GAA).

The group claims that the lawmakers manipulated budget allocations, allegedly inserting funds without proper authorization. They argue that these insertions violate transparency and accountability in the national budget process. The allegations come amid ongoing tensions between factions within the administration and Duterte’s allies, who have been increasingly vocal against Romualdez’s leadership.
