Camp Gen. Alejo Santos, City of Malolos, Bulacan — The alleged rape victim of former Hagonoy town police chief PSupt. Lorenzo Kim Cobre has formally filed an administrative complaint at the Bulacan Police Internal Affairs Service (IAS) and a criminal complaint at the Provincial Prosecutors Office on Friday.
Atty. Cristina Alcantara, IAS provincial director said the alleged victim first file the criminal case against Cobre before filing a complaint at the IAS.
Meanwhile, Cobre has not yet reported for duty.
She identified the victim as an 18-year-old detainee who was arrested on May 6 this year in one of the buy-bust operations conducted by Hagonoy police operatives and facing charges for violations of Section 11, Article II of RA 9165.
Alcantara added that Cobre failed to appear and report to her on Friday to give his side as earlier agreed upon.
A pre-charge investigation is now being made on the complaint of the alleged victim, Alcantara said and added that hopefully by next week they can come out with a report on the matter
Meanwhile, Senior Supt. Chito Bersaluna, acting Bulacan police director, said that since Cobre was relieved as police chief of Hagonoy on Thursday which was replaced by Supt. Satur Ediong, the police official has not yet reported to him.
If by Monday the former police chief of Hagonoy still refuses to report to the Bulacan Police Office, Bersaluna said that the process for declaring Cobre absent without official leave (AWOL) will be initiated.
