En Elle International Outsourcing Corp., a start-up outsourcing provider has partnered with California Technological Care (CTC), a San Francisco-based nonprofit organization dedicated to bridging the digital divide. The collaboration was solidified with the signing of a Memorandum of Understanding (MOU) at the Silicon Valley Philippine Trade Office on October 22, 2024. This strategic alliance aims to provide on-the-job training (OJT) opportunities and promote employability in nearby rural communities, enhancing local talent development in the Business Process Outsourcing (BPO) industry.
En Elle is a visionary start up player in BPO in the industry. Meantime, California Technological Care (CTC), a US based non profit organization & a recipient of the prestigious Philippine Presidential “Kaanib Ng Bayan” Award (Partner in Progress and Development), is recognized for its dedication to reducing computer illiteracy and promoting digital inclusion.
Founded in 1999, CTC’s mission is to make technology and digital resources accessible to underserved communities. Through initiatives like ‘CyberBarangayan,’ ‘Technology Care Mission,’ and ‘No Child Left Offline,’ CTC has established over 100 computer learning centers and empowered thousands with essential digital skills.
CTC collaborates with community partners, educational institutions, and companies like En Elle to foster digital equity and provide comprehensive support to disadvantaged communities.
Beyond technology access, CTC’s programs created pathways for economic empowerment and long-term self-sufficiency. Alongside CTC’s Co-Founder and Executive Director Demos Punsalan, our MOU was signed to expanding training opportunities for selected members of target communities such as housewives, returning OFWs, working students & even senior citizens, for innovative on-line technical training & workplace simulation.
The signing was also witnessed by CTC Directors Jesse T. Lee and Felipe Jun Sonio. The partnership ensures that CTC trainees, who were selected from target communities, will undergo rigorous training programs, to gain valuable experience through on line training & OJT placements at En Elle. The collaboration is designed to equip trainees with essential technical skills on emerging technologies and firsthand industry exposure including workplace ethics, positioning them for future employment within the BPO sector or become homebased digital entrepreneurs in the future.
Knowing that when jobs are created & employment opportunities are available, the dignity of each community member is boosted by the fact that they are able to support the needs of their families, becoming productive & good examples of fruitful hard work, this program has initially set its sight on Pampanga.

The OJT placements provided through this partnership will give trainees practical experience, contributing to their skill development and employability in the BPO industry.

Poised to launch a series of innovative programs that address the evolving technological needs of disadvantaged individuals and underserved communities, future initiatives reflect CTC & Ene Elle’s commitment to fostering digital literacy, enhancing technological skills, and promoting inclusive access to modern technology in communities in initially in Pampanga then eventually the whole of North Luzon.
Among the technical skills & emerging technologies that this collaboration aims to impart are the ff:
Digital Literacy and Basic Computing Skills – Being the foundational digital skill essential in today’s world, this digital literacy programs will be done through workshops that covers basic computer operations, internet navigation, and essential software applications. CTC, En Elle & participating community will collaborate to ensure access to these vital skills for all age groups, helping them become more competent and confident in the use technology either for personal or professional purposes.
Advanced Technology Training
We will also introduce advanced training programs in emerging technologies, catering to those looking to enhance their career prospects. These courses will include coding, web development, data analysis, and cybersecurity. Specialized programs in artificial intelligence, machine learning, and blockchain technology will also be offered, in collaboration with partner tech companies and institutions, providing participants with industry- relevant skills and certifications.
Tech for Small Businesses
To support local entrepreneurs and small businesses, the program will also launch a series of workshops focused on leveraging technology for business growth. These sessions will cover e-commerce platforms, digital marketing, and social media management. By offering practical training on business software and affordable tech solutions, it aims to empower small business owners to thrive in a digital economy.
Digital Safety and Cybersecurity
To address the critical issue of online safety, the program will also introduce workshops on digital privacy, cybersecurity, and ethical internet use. Enhancing accessibility for individuals with disabilities through assistive technologies, in the future CTC in partnership with En Elle will provide training on tools such as screen readers, voice recognition software, and adaptive keyboards. Collaborations with like minded & of the same advocacies, we will endeavor to provide solutions are tailored to specific needs, promoting independence and inclusion.
Telehealth & Remote Learning Support
The growing demand for remote services, CTC through En Elle will introduce telehealth and remote learning support programs. Telehealth centers will be established, providing training on telemedicine platforms to improve access to healthcare. Seeking support both locally & abroad for schools, the successful implementation of remote learning technologies will be increased through the distribution of tablets and laptops to families & patients in need, ensuring continued access to education and healthcare.
Community Wi-Fi and Connectivity
Future efforts will include setting up community Wi-Fi hotspots in underserved areas and partnering with internet service providers to ensure the availability of reliable internet access. By distributing Wi-Fi routers and modems to families in need, this will help bridge the connectivity gap and enable more people to access the digital world.
