Victor Yap; Tarlac Governor Susan Yap-Sulit; Capas Mayor Reynaldo Catacutan; Bamban Mayor Jon Feliciano; Subic-Clark Development Council (SCAD) Executive Director Linda Pamintuan with other BCDA officials.
