CITY OF SAN FERNANDO, Pampanga — Department of Trade and Industry (DTI), through its Competitiveness Bureau, will hold consultation meetings next month for the Implementing Rules and Regulations (IRR) of Republic Act 11032 otherwise known as “Ease of Doing Business and Efficient Government Services Delivery Act of 2018.”
“Assistant Secretary Mary Jean Pacheco will lead the consultations on September 13 at Heroes Hall, City of San Fernando. There will be two sessions with the morning intended for the public sector and the afternoon for the private sector,” DTI Regional Director Judith Angeles said.
The law aims to promote integrity, accountability, proper management of public affairs and public property, as well as to establish effective practices aimed at efficient turnaround of the delivery of government services and the prevention of graft and corruption in government.
It mandates government agencies to adopt sound and good regulatory management practices. RA 11032 likewise aims to improve the ranking of the Philippines in terms of competitiveness.
“The law created the Anti-Red Tape Authority which is tasked to plan, implement and oversee national policy on anti-red tape and ease of doing business. It is empowered to receive complaints, initiate investigations, and assists in filing of cases related to violations defined under the law. Likewise, it shall recommend policies, processes and systems to promote regulatory reform among local government units and national government agencies,” Angeles explained.
Pursuant to Section 30 of RA 11032, Anti-Red Tape Authority shall promulgate the necessary rules and regulations within 90 working days from the effectivity of the Act.
This will be done with Civil Service Commission and DTI and in coordination with Department of Information and Communications Technology, Department of Finance, Department of the Interior and Local Government, National Economic and Development Authority, Philippine Statistics Authority, Cooperative Development Authority, Securities and Exchange Commission, Office of the Ombudsman, Housing and Land Use Regulatory Board, and the Union of Local Authorities of the Philippines.
“DTI Competitiveness Bureau has been designated as the temporary secretariat of the Anti-Red Tape Authority under the law. It is organizing a series of consultative sessions on the IRR nationwide. Because of the law’s significance, a broad-based consultative process has been designed to ensure that there will be responsive, fair and well-defined IRR. The consultative meetings are designed to ensure effective implementation of policies and programs and strengthen active participation from stakeholders at the national and local level,” Angeles added.
