EXCLUSIVE! P20M medicines, cosmetics confiscated in Clark; 3 more Chinese nationals arrested

The National Bureau of Investigation and Food and Drug Administration (FDA) have raided a 2nd undergound medical facility inside the Clark Freeport Zone on Thursday and confiscated P20 million worth of unregistered Chinese medicines, food and cosmetics.

The three Chinese nationals were identified as Zidong Guo, 53 years old who presented himself as a doctor to Chinese customers; Chen Weiming, 31 years old and Hong Qiao Lling , 28 years old. 

Joint elements of the NBI and FDA North Luzon Cluster led by Officer in-Charge Mr. Gomel Gabuna had conducted raid on the Super Market No Nineth which yielded P20 million worth of Chinese medicines, food and cosmetic products with labels written in Chinese characters.

“This establishment was also at our surveillance since we had raided the two makeshift medical facilities at Clark and Angeles,” NBI Regional Office 3, executive Officer for Operations, Atty. Marvin De Jemil said in an interview. 

FDA inventoried and confiscated Chinese medicines, food and cosmetic products. These were taken from the SuperMarket No Nineth, an establishment located at J. Abad Santos Avenue, Corner E. Aguinaldo St., Clark Freeport Zone.

“As per our informant. They were also the supplier of those two illegal medical facilities we’ve raided recently,” according to De Jemil. 

Meanwhile, the Super Market No Nineth was padlocked until further investigation and verification of permits were being validated by the FDA and Local Government Unit of Mabalacat City. 

The Chinese were now detained at NBI CELRO detention facility at City of San Fernando. They will undergo inquest proceedings for violations of Republic Act 2383 otherwise known as the Medical Act of 1959 and Republic Act 3720 or the Food, Drug, and Cosmetic Act as amended by RA 9711 or the Food and Drug Administration Act of 2009 at the Office of the City Prosecutor, Mabalacat City. 

The NBI and FDA earlier raided the first underground medical facility at 628 Florida St., Fontana Leisure Park where a villa was converted into a 7-bed capacity clinic for Chinese COVID patients.

Two Chinese nationals were arrested but were reportedly released.

The Fontana Development Corporation has denied involvement in any illegal activities inside the Freeport noting the villas inside their facility are being operated by the Shidaikeji Technology Corporation.

Another makeshift medical facility operated by Chinese nationals was also raided recently outside the Clark Freeport. Two Chinese nationals were arrested during the raid.
